Federal Rebate Money For Arizona Households
Upgrading to efficient equipment costs less than the sticker price suggests, if you qualify for help. Arizona receives federal Home Energy Rebates funding through the Inflation Reduction Act, and the program is run here by the Governor’s Office of Resiliency under the name Efficiency Arizona. If your household is eligible, a rebate can cover a real share of a heat pump, a water heater, or the electrical work that goes with them.
What HEAR Covers
HEAR stands for Home Electrification and Appliance Rebates. It is income-based, and the rebate pays a percentage of project cost rather than a flat amount.
- Up to $14,000 per household in total, depending on income
- Up to $8,000 toward a qualifying heat pump
- Up to $2,500 for electric wiring, which has to be paired with an eligible appliance rebate
- Enhanced rebates for households at or below 80 percent of the area median income, and standard rebates for households between 80 and 150 percent of the area median income
- Program funding runs through 2031, subject to availability
What Changed In September 2026
The rules tightened this year, and the change matters for most Phoenix homes. Following a Department of Energy program notice, Efficiency Arizona updated its guidelines effective September 1, 2026.
- Fuel switching is out. Replacing a gas appliance with an electric one no longer qualifies for a rebate.
- Electric-to-electric only. Rebates now apply to replacing existing electric appliances and heat pumps.
- Insulation and air sealing standards may be required alongside a heat pump project.
- Any reservation made on or after September 1, 2026, falls under the new guidelines.
If you currently heat with gas, this is the part to understand before you plan a project. Ask us and we will tell you plainly whether your home still has a path to a rebate.
Where HOMES Stands
HOMES, the Home Efficiency Rebates program, rewards whole-home energy savings and is not limited by income the way HEAR is. Arizona has not launched it yet. When it opens, this page will say so.
How We Help
We size and install the equipment, and we provide the documentation your application needs. Eligibility, approval, and payment all come from Efficiency Arizona, not from us, so we will not promise you a rebate we cannot control. What we will do is tell you which equipment qualifies before you buy it, rather than after.
Common Questions
How do I know if I qualify?
Eligibility depends on household income relative to the area median income for Maricopa County and your household size. Efficiency Arizona verifies income during the application process.
Can I use a rebate and financing together?
Usually, yes. Many homeowners finance the project through Service Finance Company or GoodLeap and treat the rebate as a reduction on the total. See our Financing page for how that works.
Does Clear Air submit the application for me?
No. You apply through Efficiency Arizona. We supply the equipment details, invoices, and specifications that the application asks for.
Rebate amounts, eligibility rules, and deadlines change. Confirm the current details with Efficiency Arizona before you commit to a project, and ask us to check that the equipment you are considering still qualifies.
